Who needs it?
The Federal Motor Carrier Safety Administration requires all companies that have applied for a commercial operating authority to appoint a service of process agent all 50 states and Washington DC as proven by filing BOC-3. Without a BOC-3 filing the Federal Motor Carrier Safety Administration will not authorize any operating authority.
